One public calendar instead shows an end about an hour earlier. Until you are in the client, treat 19:30 UTC on October 23 as the start that those writeups agree on, and recheck the official event if you care about the end minute.

As of the October 20 writeups, that start was still in the future. An announcement is not the same as the villain already being in your shift.
What to do before it opens
Play a normal shift so the register, grill, assembly, delivery, and night clock are familiar. If you want a class, earn Doubloons from Tasks and read the live price. None of that is an announced Halloween requirement. Do not hold a pile of cash for a skin price that has not been posted.
